THE NEBULA EXISTS BEYOND ANY EARTHLING'S COMPREHENSION OF SPACE. WITHIN IT, HIDDEN FROM THE UNIVERSE, IS A PLACE OF CONTRADICTIONS AND INCONSISTENCIES.
BEINGS AND OBJECTS ARE TRANSPORTED AT RANDOM FROM VARIOUS POINTS IN TIME AND SPACE AND THROWN INTO THE NEBULA TO SURVIVE.
OVER TIME THEY CAME TOGETHER TO FORM THE IMPERIUM, THE GOVERNING BODY OF THIS REALM AND THE ONLY AUTHORITY.
When the Imperium grew too large to govern efficiently in the typical model, the 4 Quarters System was introduced...
To increase effectiveness and efficiency the current Emperor introduced the 4 Quarters System. She determined that any problem has a solution that can be solved by one of 4 departments; Military, Espionage, Administration and Exploration. Thus the running of the Imperium on a day to day basis comes down to the politicking of these Quarters and those assigned to them.
AMENDMENT: Recently, a further 4 areas of government were introduced, incorporating both enemies and civilians.
